Prior to 2016, NCC Mike Harshbarger (now retired) had created PDF Kits for the purpose of making the recruiters job easier. Soon those kits had worked themselves around the country simply by word of mouth. The problem was some people were using out of date kits. They would call or he would get emails about updates. So, he started NavyCRF.com as a better resource site for all of Recruiting Personnel.

Now, Navy CRF is an official non-profit organization with 3 board members with NCC (Ret.) Mike Harshbarger as the President. Navy CRF, under its charter, cannot pay any member on the board nor other personnel who decide to work on the website or with the Organization. It is strictly a volunteer basis only. 100% of all proceeds goes to the function of the website or to Charity Organizations.


Being a CRF is tough. But that doesn’t mean your job can’t get easier and more efficient. This is a community driven by you, for you. Solutions we develop together. Do you have a better way of doing things? Does it save you time and effort? Bring it on.

Mike Harshbarger
NCC, Ret.

Owner and Founder of NavyCRF. Joined the Navy in 2003, under the GTEP Program. First stationed on USS CURTS (FFG-38) as a Deck Seaman. After 13 months onboard attended IT “A” School in Great Lakes, IL followed by a 2 year tour onboard USS JARRETT (FFG-33) and completed an IA with JAPAC, POW-MIA Accounting.

First tour of Recruiting came in 2007 at NRD Ohio. In 2010 returned to sea onboard USS PORTER (DDG-78) until 2014. Selected for CRF and went to NRD New Orleans until 2017. From 2017 to 2020 he was at NRD Phoenix. His final tour was at NRC N9 Department. Now retired he resides in Indiana with his family doing Web Design.
